On July 19, 2019, the Transgender Persons (Protection of Rights) Bill was introduced in the Lok Sabha. The bill proposed actions to provide medical care to the LGBTQIA+ community, including providing coverage for sex reassignment surgeries and establishing separate HIV surveillance centers. Additionally, the Insurance Regulatory and Development Authority of India issued a notice to all insurance companies that there should be no discrimination in providing LGBTQIA+ health insurance. Reforms in the Health Insurance Sector For the LGBTQIA+ Community 

Here are some of the reforms that happened in the LGBTQIA+ health insurance industry in India: 

  • Eliminating Discrimination: The first and most critical reform in the insurance industry for the LGBTQIA+ community is the eradication of discrimination. Many insurers have implemented policies and regulations that explicitly prohibit discrimination based on sexual orientation and gender identity. In addition to providing employment to transgender sections of society, many companies also offer group health insurance policies for them. 
  • Gender-Neutral Pricing: Another important reform is the adoption of gender-neutral pricing in insurance policies. Unlike the traditional approach of deciding premiums, insurers now follow different pricing models that reflect a more inclusive understanding of gender, ensuring that premiums are determined based on individual risk factors rather than pre-determined assumptions about gender.
  • Transgender Health Coverage: Transgender individuals often face challenges in unique healthcare needs related to gender transition, which can include hormone therapy, surgeries, and mental health support. However, reforms in the LGBTQIA+ health insurance sector now provide access to coverage to secure the financial needs of this section of society. For instance, the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PMJAY) provides health insurance coverage up to Rs. 5 lakhs for the transgender community. 
  • Coverage Against Conversion Therapy: Historically, health insurance companies did not provide coverage against conversion therapy as they consider them a cosmetic treatment. But now corporate insurance providers such as Plum Health Insurance mentioned that they include reassignment or conversion therapy as part of the standard group medical cover. 
  • Partner and Family Coverage: Reforms in the health insurance industry have also addressed the need for inclusive partner and family coverage for LGBTQIA+ individuals. In simple terms, the insurers have expanded the definition of “family” to include same-sex partners, chosen families, and non-biological children.   • Sensitivity Training and Education: The insurance companies are educating and training their team members to address health disparities that the LGBTQIA+ community faces in India.
