The Biju Swasthya Kalyan Yojana (BSKY) is a flagship health insurance scheme launched by the Government of Odisha on 15th August 2018.
Guided by the motto ‘Every life is precious,’ the scheme aims to provide free medical care to 96.5 lakh low-income families.
If eligible, Odisha households can apply for a BSKY card online and receive free treatment in government hospitals or cashless treatment at empanelled private hospitals.

What is the Biju Swasthya Kalyan Yojana (BSKY)?
The Biju Swasthya Kalyan Yojana aims to provide free healthcare facilities to Odisha’s economically weaker sections.
Under the scheme, selected applicants will receive healthcare treatments worth Rs 5 lakh per family. Additionally, females in the family are given additional coverage of Rs 5 lakh after exceeding the initial limit.
Note: In 2024, the Government renamed the BSKY scheme “Gopabandhu Jan Arogya Yojana (GJAY).”

Free Treatment in Government Hospitals
Anyone in Odisha, regardless of income, can get free treatment at government hospitals. The coverage is extended to all government-run medical facilities, such as PHCs, CHCs, District Hospitals, Medical Colleges, etc. The treatment comprises a range of services:

- Free medicines
- Dialysis
- Chemotherapies
- Surgeries

2. Cashless Treatment in Private Hospitals
- Families with BKKY, BPL, or AAY cards or earning less than Rs 50,000 (rural) / Rs 60,000 (urban) can get cashless treatment at 192 private hospitals.
- Inevitably, patients having cancers, heart diseases, or kidney disorders can avail of benefits under this even if their income does not exceed ₹3 lakh.
- Treatment is also provided in top government hospitals outside Odisha.
Eligibility Criteria for Biju Swasthya Kalyan Yojana
To be beneficiaries under the Biju Swasthya Kalyan Yojana, the applicant needs to fulfil the below eligibility conditions:
- You must be a resident of Odisha.
- Families with, BKKY Card or BPL Card
- Families with an annual income of less than ₹50,000 (rural areas) or ₹60,000 (urban areas).
How to Apply for a BSKY Card Online?
There’s no online registration process to apply for Biju Swasthya Kalyan Yojana.
Families covered under the National Food Security Act (NFSA) and State Food Security Scheme (SFSS) in Odisha are auto-enrolled for this scheme.
BSKY Smart Health Cards are issued by the government to all eligible beneficiaries, which they can get from their nearest Mo Seva Kendra by showing a valid NFSA/SFSS card.
